Dale Williams, P.E.
Executive Director
Dale joined MAPA in 2010 as the Executive Director. Prior to accepting this position, Dale worked for 14 years for the Missouri Department of Transportation, with the majority of his career in the Construction and Materials Division. Dale’s experience on the DOT side gives him a unique perspective and thorough understanding of funding, design, and specifications. This technical knowledge serves as a great benefit when working with contractors and MoDOT. A significant portion of Dale’s career at MoDOT involved the development, implementation of SuperPave and QC/QA along with the continual refinement of asphalt specifications. As the Executive Director of MAPA, Dale primarily focuses on promoting the use of quality asphalt, specification development, monitoring of state and federal legislation, new technology development and funding. Dale received a double bachelors in Civil and Agricultural Engineering from the University of Missouri at Columbia. He is a registered Professional Engineer in the state of Missouri. In his spare time he enjoys spending time with his wife and two, beautiful children, and is an avid outdoorsman.

Jeff Stark
Business Development Director – St. Louis
Jeff Stark is a lifelong resident of the St. Louis metropolitan area and currently calls Old Monroe, Missouri, home. A graduate of the University of Missouri – St. Louis, Jeff joined MAPA in September of 2025 as the Director of Business Development for the St. Louis area. He comes from the commercial insurance brokerage field, where he specialized in focusing on construction companies and helping to manage their risk management and mitigation. He has established a distinguished career in sales, management, and business development.
Jeff has been deeply engaged in the construction industry, serving on multiple organizational boards, most recently with Associated General Contractors of Missouri and Made in Missouri. His leadership and impact were recently recognized when he was named as one of St. Louis’ 100 most Influential People to Know.
An active member of Immaculate Conception – Old Monroe, Jeff is the proud father of two children. He is enthusiastic about entering the asphalt paving industry and looks forward to collaboration with all MAPA members to drive home the benefits of asphalt in our communities.

Tammy Cavender
Office Manager
Tammy joined MAPA in September 2022 as the Officer Manager. Prior to this position, Cavender served as the Deputy Director of the Missouri Department of Labor and Industrial Relations for five years. A significant portion of Tammy’s professional career has been in public service. Before her promotion to Deputy Director, Cavender served as the Department’s Strategic Planner, Public Information Officer, Human Resources Manager and Director of Administration. Cavender also served as the Director of Administration for the Department of Natural Resources and worked as a Customer Service Representative at the Missouri Consolidated Health Care Plan, which provides medical coverage to employees and retirees of most state agencies. She earned a bachelor’s degree in Business Administration from the University of Missouri-Columbia and a Master of Business Administration from William Woods University. Cavender is a native of mid-Missouri and resides in Jefferson City with her family.

Noel Torpey
Registered Lobbyist
As Manager of State Government Affairs at Statehouse Strategies, Noel Torpey brings a wealth of knowledge and background to the clients he represents. Noel provides a unique perspective on the legislative process, having previously served in the Missouri House of Representatives. While serving in the House, Noel was Chairman of the Small Business Committee and a special Medicaid Committee. After his tenure in the Missouri House, Noel became the executive director of the Fair Energy Rate Action Fund, an organization that advocates for energy issues on behalf of consumers.
For the last two years, Noel has been lobbying on behalf of a broad array of clients.
